Interoperable communications enable first responders to communicate across multiple disciplines and boundaries during both day-to-day incidents and large-scale emergencies.
Of the many challenges experienced during disaster events, incompatible or inoperable communications equipment and interoperability failures rank highly. The use of non-standardized equipment, complex radio spectrum allocations, and a lack of coordination on policies and procedures across agencies contribute to the problem.
To address these challenges, the Bay Area UASI has collaborated regionally to make investments in standardized infrastructure and handheld devices, and leveraged funding to support regional governance and planning, including for the incorporation of technological advancements such as broadband to support advanced emergency communications. Through the creation of and partnerships with Joint Powers Authority entities, regional planning, coordination, and cooperation has increased.
